WHAT’S HAPPENING?

2013 Regulations update.  If you have any questions, please call 704-235-0460 (2 for safety dept).

CARB (California Air Resource Board) http://www.arb.ca.gov/homepage.htm
Please visit their website for registration into programs and further details.  There are currently three “clean air” programs active in California:

TRUCRS Program (entering California)-

Drayage Program (visiting the ports in California)-

Trailers/Reefers Programs (entering California)-

Medical Certifications Linked to CDL’s-

By January 30, 2014 every commercial driver license holder must have their medical certification linked to their license.  If the medical on file with the state expires the CDL it’s linked to would no longer be valid until a new medical is given and updated.  This would in essence suspend your CDL privileges until a current medical is on file.  Check your states requirements and consequences on this website: http://www.aamva.org/CDL-Program/

Medical Registry-
The National Registry of Certified Medical Examiners (National Registry) is a new Federal Motor Carrier Safety Administration (FMCSA) program. It requires all medical examiners (MEs) who wish to perform physical examinations for interstate commercial motor vehicle (CMV) drivers to be trained and certified in FMCSA physical qualification standards. Medical examiners who have completed the training and successfully passed the test are included in an online directory on the National Registry website.  As of May 21, 2014, interstate CMV drivers are required to obtain physical examinations and a medical examiner’s certificate from a certified ME listed on the National Registry Website http://nrcme.fmcsa.dot.gov/.

Electric Onboard Recorders (e-logs/EOBR)-
It is proposed that an electronic onboard recorder rule will come out by October 2013.  The implementation will come later in 2014 or so.  Electronic logging will help accurately track hours of service saving time both during the day and over a series of days by taking out the paperwork portion of driver’s duties.  Electronic logs will also help eliminate hours of service violations including over hours, form and manner and unintentional false logging.

Hour of Service (HOS)-
Some new hours of service requirements came out last year.  Some others are due out July of this year.  Due out July 2013 - there are current court proceedings in the works.  Stay tuned for further updates.
